Official Google Developers site has the full instructions and image repository on how to install a factory image for any Nexus device, including your "nakasi" Nexus 7 2012. I recommend 4.4.4, but you are free to go back as far as you want until you're comfortable with it's use.
Google declared that Google Play is now open for developers, but the APIs require that you have root, so you're going to have to root your phone first. Once you've rooted you can install the version of Google Play that developers are using on their devices in the march of ROM authors that don't use.apks.
This build also includes the official update to the Google Play Store which now supports 64-bit applications. This update is usually only partially rolled out, so if you signed into your Play Store, you may have to force reboot to download the update.
This is for people who want to build their own official ROM, based on the same sources as above, but using a different build process. Includes a build-time script that will generate the the "Gapps.zip" file from com.google.android.gms_gapps .
